Background
Wikipedia says Porras was born in Miami in 1997. Spectrum News reports that his parents came to the United States from Cuba. Spectrum says watching their struggles and successes shaped how he views government’s effect on people’s daily lives. When he won in 2022, Spectrum notes, he became the first member of Generation Z elected to the Florida House.
Porras has a bachelor’s degree in political science from Florida International University, where he led the FIU College Republicans, Florida Politics reported. Before he ran for office, he worked for U.S. Sen. Rick Scott and for state Reps. Juan Fernandez-Barquin, Alex Rizo and Spencer Roach. He also interned for U.S. Sen. Marco Rubio. Ballotpedia lists his occupation as business owner.
Porras first ran in 2022. According to Ballotpedia, he won a five-candidate Republican primary that August with 48.2% of the vote. In November he beat Democrat Gabriel Gonzalez with 64.4% of the vote. In 2024 he had no primary opponent and was reelected with 64.6% of the vote over Democrat Marcos Reyes.
In Their Own Words
In March 2025, Porras introduced a bill to hold homeowners associations more accountable. He described the associations this way:
“These homeowners associations and condominium boards act like pseudo-governments”
Juan Carlos Porras, quoted by WPTV, March 2025
WPTV reported that he made this comment about The Hammocks homeowners association:
“They stole millions of dollars from our residents.”
Juan Carlos Porras, quoted by WPTV, March 2025
He filed a broader HOA bill for the 2026 session and promoted it in a post on X:
“Floridians have been asking for real HOA reform, and we’re delivering.”
Juan Carlos Porras, post on X, quoted by The Floridian, December 2025
He also spoke about that bill in a WPLG-TV interview, which News4Jax quoted:
“This is one of the largest overhauls in our state’s history when it comes to condo and HOA disputes”
Juan Carlos Porras, quoted by News4Jax, March 2026
Record and Priorities
Homeowners and condominium associations
- HB 1203 (2024), Homeowners’ Associations: Porras co-sponsored this bill with Reps. Esposito and Anderson. It set new requirements for community association managers and management firms and required some associations to post documents online or in an app. It also required architectural committees to apply their standards reasonably and evenly. It passed the House 115-2, the Senate 40-0 and, as amended, the House again 110-0. The governor signed it on May 31, 2024, and it became Chapter 2024-221.
- HB 983 (2025), Homeowners’ Associations: Porras was the lead sponsor. According to WPTV, the bill would have made it easier to recall HOA board members and let homeowners recover legal fees when they win suits against their associations. It also would have required records to be provided before a home sale closes and allowed local law enforcement to investigate associations. Two House subcommittees amended the bill, but it died in the House Judiciary Committee.
- HB 657 (2026), Community Associations: Porras was the lead sponsor of this larger bill. It would have set up a community association court program in the circuit courts and required arbitration by specified arbitrators in place of presuit mediation. It also laid out a process for ending homeowners associations and set conflict-of-interest disclosure rules. News4Jax reported that Porras called HOAs a “failed experiment.” The House passed the bill 108-2 on March 5, 2026, but it died in the Senate Rules Committee on March 13.
Stated priorities
In his first campaign, Florida Politics reported, Porras pledged to “safeguard personal freedoms from overreaching government.” He has not published a 2026 campaign platform that this research could confirm, and no campaign website was found.
About the District
House District 119 lies entirely within Miami-Dade County. When Porras first won the seat in 2022, Florida Politics described it as a Republican-leaning district with a Hispanic majority, covering parts of the unincorporated Crossings, Country Walk and West Kendall neighborhoods. Porras has focused much of his legislative work on homeowners and condominium associations.
What This Office Does
The Florida House of Representatives is the larger chamber of the Legislature. Under the state constitution, its members serve two-year terms and are elected in every even-numbered year. The regular session lasts no more than 60 consecutive days unless both chambers vote to extend it. Representatives write and vote on state laws and the state budget, and they can request state funding for projects in their districts.
The Race
The official Miami-Dade general election ballot lists two candidates for State Representative, District 119:
- Juan Carlos Porras, REP
- Rey Lazaro Sordo, DEM
Sordo is 27, according to a South Dade News Leader candidate profile. He grew up in the district and describes himself as a student and small-business owner who also works nights in the service industry. He has made affordability, property insurance reform and growth planning the focus of his campaign. The Miami-Dade Democratic Party has endorsed him. The South Dade News Leader’s roundup of the Aug. 18 primary did not include a primary in this race.
